How is the Specified Area Rate calculated?
Council calculates the Specified Area Rate based on the total Gross
Rateable Value (GRV) of Iluka and the estimated cost of maintaining Iluka
to it's current standard over and above what Council would spend in Iluka
under normal maintenance. For example:
- It is estimated to cost $370,000 to maintain Iluka to it's current standard.
- Council would normally spend $265,000 on maintenance in Iluka.
- The total GRV for Iluka is $13,255,000.
Based on these figures, Council would need to raise an additional
$105,000 for maintenance in Iluka ($370,000 - $265,000).
Based on the total GRV, the Specified Area Rate becomes 0.79 cents for every
dollar of GRV ($105,000 / $13,255,000)
Note: that the above figures are used for illustration only and do not
represent actual values. The SAR for the 2003/2004 Financial Year was in
fact 0.52827 cents per dollar of GRV.

How much is it going to cost?
Council calculates the cost to each individual land owner using the GRV
of the property and the Specified Area Rate as illustrated above.
This will result in a variation in the amount paid by each landowner.
Using the above example, a land owner with a GRV of $12,400 would be
required to pay $97.96 ($12,400 * 0.79 cents).

How is the Specified Area Rate collected?
It is collected by the local government and the Specified Area Rate will be itemised on your rates account.

Why not a flat rate?
It is not possible under the current Local Government Act to impose a single levy or flat rate to all landowners. The City of Joondalup wrote to the Minister for Local Government to seek an amendment to allow this but it was denied.

What about Pensioner discounts?
For Members to receive a discount on their general rates, they must qualify under the specific rates and charges deferment act. You must hold an Australian pension and be registered with the City of Joondalup. The dollar value of your discount is then paid to the City by the State Government therefore, no shortfall in the local government revenue occurs. This discount is not automatically extended to a SAR. The Commissioners however, have the power to extend the discount but would need to be requested to do so.

How will the money be spent?
The City has indicated that no SAR funds will be spent on Public Open Space. The majority is on verges and medians the breakdown is as follows:
