5th March 2010: Joondalup Draft Beach Management Plan - Public Meeting

The Mullaloo Beach Community Group Inc. has arranged a Public Meeting to discuss issues affecting the local area raised in the City of Joondalup Draft Beach Management Plan. The meeting will take place at the Mullaloo Surf Lifesaving Club at 7.30 pm on Wednesday, March 10th 2010 . The Mullaloo Beach Community Group would like to extend an invitation to any residents who may be interested to attend.

The agenda for the meeting is as follows:

  1. Introductions /Apologies & Acknowledgements.
  2. Brief Outline of Beach Management Plan - City of Joondalup.
  3. Brief talk by representative from Department of Transport.
  4. Short overview from Joondalup Community Coast Care.
  5. Open question/answer session.


12th February 2010: Joondalup car parking charges

Dear Iluka Residents,
Local resident, Tom Sewell , recently voiced his objection to paid parking at our hospital. He is receiving great support by petitions and emails, etc.
People power is wiping this out at U K hospitals who began charging.

Who can estimate the waiting time in hospitals. How many people pay for extra time because they guess a visit length then add, in an attempt to avoid a $60 fine? How many people have had their change stolen by the machines. Is it morally right when sitting with an ill or dying relation, to be worrying about a parking machine You can surely add more situations.

A Shire Admin. employee informed us that our Councillors chose to provide the people we pay to fine us around Joondalup centre, also to administer the fines at our hospital. You may, like many of us, also object to charges around our town. We pay for a senior Councillor to have free parking ,but low and lesser paid private employees are now parking charged, to be at work. A charity shop, a Chinese restaurant , a cafe on the edge of town and other businesses are loosing business due to charged parking. Some people now shop elsewhere, where parking inflicts no charge.

The day will also feature a sausage sizzle, door prizes and raffles. All proceeds aid the U18's Wolves USA Touring Team travelling to the USA in December 2010.

23rd November 2009: Shenton Avenue Entry
We have lived in Iluka since 2000 and one of the initial pleasures was to enter off the large roundabout at Shenton Ave and see the avenue of Norfolk Pines and the well maintained grass verge on the North or Iluka side to the first roundabout. Unfotunately this area has been allowed to deteriorate in the past few years, which becomes even more pronounced as the dry weather approaches.
Apart from the ocassional mowing (it seems inconsistent in frequency) this area has been allowed to become a drag strip and the same as the South or Ocean Reef side of the entry - and we pay for it's "upkeep"?.
If nowhere else this comparison highlights, that we are paying for a service little better than those suburbs, such as Ocean Reef, that are being maintained on a free basis by the CoJ.

As many residents would be aware, management of the maintenance contract had passed from the IHOA to the City of Joondalup in 2008 and it is fair to say that there have been some teething problems which we are working to address. Committee members, who are all volunteers and give up their time willingly for the betterment of the suburb, have been meeting with CoJ representatives and the maintennance contractor in order to ensure the high standard we expect is maintained and to ensure proper accountability if work is not carried out to a satisfactory standatrd.
Incidentally, no areas are maintained for "free" by CoJ, it all comes out of the rates you pay. The Iluka Specified Area Rate (which averaged a modest $35 per household this financial year) is levied to ensure Iluka is maintained to a higher standard than that which the CoJ ordinarily work towards.

3rd October 2009: Lost and Found Notices
Whilst I appreciate the distress a lost pet causes a family, can the committee take action to limit the increasing number of lost notices being posted around the suburb?
The park is an obvious choice for posting a notice but the most recent example of a lost black cat resulted in a bill being posted on almost every light poll and traffic sign in Iluka. Does the owner intend on removing every piece of paper and the tape from every light poll once the fate of the cat is known? I doubt it.
This is littering and creates a mess that someone else has to clean up.

28th September 2009: THEFT!!!
Just to let all residents know that there are brazen thiefs around. Around 4 months ago i had 15 of my 18 solar garden stolen between 8pm-11pm. Then this morning i awake to find one wooden plant pot on my lawn and the other one GONE!! It takes two people to lift the planter. i know it wasn't kids as they would soon have dumped it due to it being so heavy...the thieves were obviously disturbed as the other one was left behind!!
Nail everything down in your front garden!!!

23rd September 2009: James McCusker Park
I have had the pleasure of living in Iluka for a number of years. Most recently moving to a house overlooking the Park. My husband and I walk our dog daily through the park and in doing this have met so many dog lovers who live locally as well. I can say that at all times we are always aware of watching our dog(s) and always pick up after them. Unfortunately we are noticing there are a large number of dog owners who come to our park very often driving and release their dogs without watching them (very often the dog is a long way behind the walker) because of this do not notice or are not interested in noticing when their dog defecates.
In the last few months it has been quite noticable how much more mess is being left around the park.
Lets all start educating these offenders when we notice this happening and hopefully by Summer we can walk in a cleaner park.

9th September 2009: James McCusker Park
I have lived here for a few years now and always enjoy walking in our beautifully laid out park, but over the last few months I have noticed a big deterioration with the upkeep and cleanliness. We have a problem with youths congregating in the area, especially by the bridge which is looking like a local refuse tip to date.
If this area was cleaned up, filled in, all the dead stuff pruned back and adequate lighting put along the bridge, they probably wouldnt go there. The other main concern is the many dog owners that can not be bothered to pick up their dogs mess. The placement of dog bins at the ends of the walkways is sufficient for anyone to collect a bag on their way in, its just sheer laziness and a total disregard for others that is creating a minefield of germs and mess. I watched a couple by the fountains last week allow their large dog to defecate on the path and then walk away! I have a large dog and I carry bags at all times. It only takes a minute to clear up and keep the park clean for others to enjoy without walking in something nasty.
Please, to all local residents, respect what we have and look after it. We are lucky to live in such an attractive suburb. Lets try keep it that way.

24th August 2009: NEW COMMITTEE REQUIRED FOR 2009-2010

All the executive committee members are standing down as of the forthcoming AGM. Without a committee the association cannot function.

The existing executive members of the committee have served on the committee for more than 4 years, some since the creation of the Association in 1999, making substantial contributions to the community of ILUKA. The IHOA needs community minded ILUKA residents like you to get involved and bring fresh ideas to the association.

The following positions will become vacant:

  • Chairperson
    This involves chairing the monthly meetings and AGM along with providing a point of contact for the City of Joondalup with regard to issues concerning Iluka and representing Iluka at various City of Joondalup civic events.
  • Vice-Chairperson
    The Vice-Chairperson provides assistance to the Chairperson as required and may chair committee meetings or attend various events and council meetings in the Chairpersons absence.
  • Landscaping/Maintenance Liaison
    This involves liaising with the City of Joondalup and the Contractor to maintain the standards in Iluka. This will be ideal for one or more individuals who have an interest in gardening and who would like to influence the landscaping for the whole suburb.
  • Secretary
    This primarily involves taking down and distributing the minutes of the monthly committee meetings and dealing with correspondence.
  • Treasurer
    The role of Treasurer involves some simple account tasks each month and a trip to the bank. At the end of the financial year prior to the AGM the Treasurer ensures that the books are handed to the Auditors.
  • Ordinary Members
    Other members typically assist with a variety of tasks depending upon their interests and availability. This can involve simple tasks such as assisting the Secretary with correspondence, representing the interests of the suburb to Council and other stakeholders, through to active involvement in council focus groups and committees (eg: Ocean Reef Marina Focus group & the City of Joondalup Crime Prevention Strategy advisory committee)

None of these tasks are very time consuming and can be very rewarding, providing interesting insights into the workings of local Government and how our rates are spent. If you have ever wanted to have a say in how Iluka is maintained and to help influence local government policy in the suburb then this is an ideal opportunity to do so.

22nd July 2009: Graffiti Removal Volunteer wanted

Iluka residents may be interested to know that the suburb has it's own dedicated graffiti removalists who work quickly to remove graffiti as quickly as it appears. Due to the efforts of our volunteers, the incident of graffiti in the suburb is much lower than it could be!
We do however require the services of a backup graffiti removalist to cover the periods when our regular volunteer is unavailable. Paint and other equipment will be supplied. Any interested residents should contact the committee as soon as possible. In the meantime, residents noticing any graffiti in the area should contact the City of Joondalup City graffiti cleaners on 9400 4528.

30th June 2009: Speeding
We have noticed that speeding has increased through the estate and its about time speed bumps were installed at all main roads going through Iluka. Naturaliste Blvd is one in particular where cars speed down a curved road from the roundabout often going on the otherside of the road, a calming bump is long overdue for this road.

The City of Joondalup are investigating the possibility of installing mobile speed hmps throughout the city and a number of Iluka residents have made submissions requesting Iluka to be included in the planned roll-out. 5th June 2009: Olive Trees at James McCusker Park
I think its great the people collect the olives from the trees. But what i dont appriciate is yesterday a guy (probably non resident) with his ute cut branches of olives off the trees. They are there for everyone to enjoy. I phoned the Joondalup council but was told the Land developers would have to deal with it. I phoned the land developers and was told "sorry i only sell the land I cant help you, you'll have to phone Paul Easthope". He apparently was going down the park to have a look. Although ten minutes later the old guy in a white ute was still at the park with his ladder up a tree. As I said I dont have a problem with people helping themselves to the olives and enjoying the park etc but isnt this taking it a bit far. Why are we paying such high rates, ours increased by $600 last year. Its a joke, what are we paying for? We have worked hard to live in this suburb, so why do we have to pay so much when the developers dont give a dam. Its no wonder so many people are building in Burns Beach , look at their beautiful facilities and fantastic rebates on their land purchases. We have built three houses in this suburb now and when we moved into this house a year and a half ago and we weren't even given a new rubbish bin. We were billed for the bin. Thats what we got for over $2000.00 council fees.

Update from the Committee - 23rd July 2009
We have been informed that the olive trees in the park fall under the ownership of the City of Joondalup and permission for harvesting olives must be obtained from the City of Joondalup. The individual in question has been granted permission to both harvest olives and to carry out pruning. Residents with any further queries or concerns should address these directly to the City of Joondalup.

30th March 2009: Liquor Store Update

As many residents will be aware, the City of Joondalup unanimously rejected the proposal for the development of a large Dan Murphy's Liquor Store in Currambine Market place in June 2008. This decision was made based on both planning grounds and on the loss of amenity following numerous objections by residents of Iluka and Currambine concerned that additional availability of cheap liquor would further exacerbate the existing problems of anti-social behaviour being experienced in the area.
The Developer, Woolworths, lodged an appeal to the State Administrative Tribunal (SAT) towards the end of 2008. Earlier this month SAT ruled in favour of the developer, effectively nullifying the previous decision handed down by council. This means that the development will proceed, although some additional conditions have been imposed. Unfortunately for the Community the SAT " ... was not satisfied ..... that there would be an impact on the amenity of the locality from antisocial behaviour by youth arising from an increased availability of alcohol from the proposed development.."

17th March 2009: Dogs in McCusker Park

Residents have commented on the number of unleashed dogs to be seen in McCusker park and in some instances this has led to confrontations between residents and dog owners.
Please be aware that Sir James McCusker park is a "Permitted Dog Excercise Area" which means that, under the Dog Act (1976), dogs may be unleashed provided that they are kept "under control". What constitutes "under control" is subject to some interpretation. According to Section 32(1) of the act a dog is considered to be under the control of a person....

    ...who is competent person for the purposes of subsection (1) only if.
  1. He is a person who is liable for the control of the dog;
  2. He is capable of controlling it; and
  3. He is carrying and capable of attaching to the dog for the purpose of controlling it, a chain, cord, leash or harness of sufficient strength and not exceeding the prescribed length.
If there are irresponsible dog owner in the park please report this to Ranger Services (ph: 9400 4960) so it can be dealt with by the Rangers.

13th March 2009: Covenant Update
From the Committee
The committee recently undertook a long overdue audit of covenant compliance which highlighted a number of properties which were in breach. The results were:

  • 65 properties received the First Notice breach letter
  • 32 properties received the Second Notice breach letter
These figures represent a pleasing reduction from the previous audit carried out in 2008.

There do however remain a further further 18 properties where the residents continue to ignore their obligations under the covenants despite having recieved two breach notices previously. We are currently reviewing options available to encourage those residents to comply.

We understand that there are many residents who have gone to great efforts (and in some cases, expense) to comply with the covenants and your efforts are appreciated by the committee and the great majority of IHOA members.

Despite our best efforts, we do occasionally get it wrong, so if you have received a breach notice in error, we thank you for your understanding and would appreciate it if you let us know as soon as possible.

6th February 2009: Stolen Numberplate
I have recently had my rear car registration plate stolen from my vehicle.I believe that the plate was removed from my driveway in Iluka due to some evidence left behind. Just thought i would post this subject as a warning to Iluka residents to be vigilant.

6th January 2009: Lost - 1yr old Ginger Tabby Cat
Have you seen our much loved family pet - "Max"?
Sadly missed by our kids.
He's a 1yr old ginger tabby male, who is sterilised and micro chipped. Also has a small tattoo in one of his ears. Last seen on Tuesday 16th Dec. Lost from Stinson Square Iluka.
Reward Offered for his safe return.

5th July 2008: Proposed Liquor Store
In attending the Joondalup Council meeting on June 10th, I wish to say many thanks to the members of the homeowners association, for there efforts in achieving a stop gap in the proposed store going ahead. The committee needs to be recognised for profesionally dealing with the matter in hand.It is hoped that this is the final outcome on this proposal.

17th June 2008: Update on the proposed Liquor Store in Currambine

The liquor store proposed for Currambine marketplace has been unanimously rejected by the CoJ councillors at the vote taken at the recent ordinary council meeting held on June 10th. The rejection was primarily based on planning grounds but took into account the overwhelming public opposition to the proposal. In all, 45 objections were received prior to the closing date of submission, with no submissions in favour. A number of residents spoke out against the proposal at the meeting and the strong show of opposition possibly swayed any councillors who were still undecided on the issue.
We would like to thank all residents who submitted their written objections and made verbal statements at the meeting, furthermore we would like to acknowledge and express our gratitude to the councillors who took the views of the community into account and did not simply accede to the technical aspects of the proposal.
Significantly the council has now proposed a review of the Currambine structure plan with the express intention of engaging the residents of surrounding suburbs in the review process.
It is however important to note that this is not necessarily the end of the matter as the developer is likely to appeal to the State Administrative Tribunal so there is still a possibility that the development could go ahead. We will post further updates on this website as they come to hand

24th April 2008: Proposed Liquor Store in Currambine

The City of Joondalup have released for public comment a proposal to develop a Liquor Store at 1244 Marmion Avenue, Currambine (to the North of Video Easy). All comments must be recieved by 9th May 2008. The committee urge all residents to carefully consider this proposal and submit their comments to the CoJ by the due date.
For the record, the committee oppose this development as we feel that an additional liquor store, which is likely to have extended trading hours, will simply add to the issues of underage drinking and anti-social behaviour that Iluka has been experiencing over the past few years. A letter stating this position has already been forwarded to the CoJ.

13th February 2008: Clean Up Australia Day

Clean Up Australia Day is being held on Sunday 2nd March 2008 and we are looking for volunteers to assist in removing litter from various places around Iluka, primaily around parks and other public spaces. We expect that the clean up operation will only take around half a day at most.
Many hands make light work!!.

5th February 2008: Yoga classes at Joondalup Library
The Yoga Space is pleased to announce that in term three it will be offering yoga classes at the Joondalup Library. The Yoga Space is run by Jean Byrne and Rob Schutze, who are authorised Ashtanga Yoga teachers and experienced Hatha Yoga teachers. We offer, kids, pregnancy, general, post natal and Ashtanga Yoga classes. Our first course will start in October at the Joondalup library meeting room. More information will be available soon. An outdoor cinema series of family films will be held again this summer in Sir James McCusker Park with the first screening on the 12th January 2008 and continuing fortnightly until early March.
The program is being organised by the Beaumaris Baptist Church, there will be a small fee of $10 per family or $3 single to help cover expenses.   Pictures in the Park flyer
