Specified Area Rate (SAR)

Maintenance in Iluka is carried out to a higher standard to that of other suburbs within the city, this is funded through an additional levy, the Specified Area Rate or (SAR) which appears as a separate line item on the rates statement for all Iluka residents. At present the SAR levy averages from $40 to $50 per household per annum although this is likely change in the near future as additional areas are incorporated into the SAR area and future maintenance needs are taken into account.

SAR areas are maintained by private contractors who report directly to the City of Joondalup under the terms of the maintenance contract. The Iluka Home Owners Association works closely with the City of Joondalup to ensure that maintenance is carried out to the standard to which residents have come to expect.

There has been some confusion in the past with regard to where SAR funds are spent. Generally speaking SAR funds can only be spent within designated areas only. These areas include:

  • The entry approaches into Iluka
  • Roundabouts
  • Traffic Islands
  • Public Verges

"Public verges" are those which do not front private properties. For example, the verges alongside the western end of Naturaliste Boulevard running alongside the natural bush reserve are Public Verges. It is the responsibility of the resident to maintain the verges fronting their property (i.e.: "Private Verges").

Not all of Iluka is covered by the SAR. Maintenance is initially the responsibility of the developer (Satterleys) for a designated period of time, typically 3 to 5 years, after which an area is "handed over" to the City of Joondalup and falls within the SAR. Currently the newer releases and Sir James McCusker Park are not covered by the SAR.
